From Section 36 of the Housing Code it follows that the common property of an apartment building consists of elevators, corridors, landings, attics, technical floors, stairs, basements and other premises located in this building.

According to Government Decree 290, the management company is responsible for performing a minimum number of various actions related to keeping the house clean and providing an acceptable appearance to each entrance.

The same paragraph notes the provisions according to which cleaning and wet cleaning are carried out for the following areas:

  1. corridors and vestibules;
  2. mailboxes and staircases.
  3. cabinets and doors to electrical panels;
  4. window sills, elevators, window grilles and pits;

Cleaning entrances that complies with all legal standards is a responsibility.

Consequently, the money contributed by residents for its repair and maintenance is sent to this organization.

According to the general technical conditions of the Russian Federation GOST 51617-2000 on housing and communal services, the cleaner must perform the following work:

Cleaning staircases The frequency of cleaning areas depends on the season. The seasons are distributed as follows: from April 16 to October 15 – summer, from October 16 to April 15 – winter. The roof is cleaned as snow falls, avoiding the formation of a layer of more than 10 cm. It is prohibited to work on the roof at temperatures below minus 25 degrees and in strong winds. Shifting of snow and ice thrown from the roof is carried out no more than once every 10-12 days.

Sprinkling the area with a sand-salt mixture and its subsequent cleaning is carried out on average once every three days.

Employees of Housing Services (house management, production and technical services) must regularly conduct walk-throughs of houses to check for ice formation and draw up a schedule for cleaning roofs. In accordance with the rules and regulations, housing services are in any case obliged to ensure the safety of residence.

Therefore, until the roof is cleaned, housing services must fence off dangerous sidewalks with tape.

It is important to remember: balconies are the property of apartment owners, just as the canopies of shops and offices are the property of premises owners.

This initiative is welcomed by the authorities, but why should we pay for the same service twice? Representatives of some management companies go even further in terms of ingenuity.
