Author of the article: Lawyer Articles written: 111 Maintenance of order in the common areas of a residential building is carried out by the management company. Cleaning the entrances to an apartment building is her immediate responsibility.
How this work is organized does not matter. This could be a specially hired person or an employee of a cleaning company.
The main thing is that there should be a result, namely: cleanliness in the front door, on the stairs and in other public places. The main legal act in this area is the Housing Code (Article 36). Issues of maintaining order in apartment buildings are regulated by the provisions of GOST R 51617-2000. The frequency of cleaning entrances and staircases is established by Decree of the State Construction Committee of the Russian Federation No. 170, which approved the “Rules and Standards for the Technical Operation of Housing Stock” on September 27, 2013. Decree of the Government of the Russian Federation No. 290 dated 04/03/2013 approved the minimum size of work (their list).
carried out according to the rules for maintaining the property of an apartment building N 491 dated 08/13/2006.
If the standards for maintaining cleanliness are not observed, citizens can draw up a letter of claim against the company that carries out the trust management of the property of the apartment building. The management company (MC) is required to maintain order in common areas (CP) in high-rise buildings.
When there is none, then a homeowners association or other structure representing the interests of residents. Cleaning the entrance by the management company can be done by hiring an employee or engaging a cleaning company.
All of them provide their services on a reimbursable basis. Thus, who should clean the entrances to an apartment building? A citizen or legal entity selected by the Criminal Code for the role of cleaner.
A contract is concluded between them (labor or for the provision of services).
Order must be established throughout the entire territory of the MNP.
This:
- utility room
- corridor;
- elevator cabin;
- basement;
- attics;
- staircase and its landing;
In addition, the entrance cleaner is required to periodically wet clean doors, windows, railings, radiators, grilles, window sills, etc. The management company provides services for ventilation, maintenance of utility networks, and compliance with sanitary and hygienic conditions.
The established standards for cleaning entrances in an apartment building in 2021 concern the types and frequency of work.
Include:
- sanitary cleaning;
- cleaning elevators;
- washing stairwells, etc.
In addition, apartment owners are interested in, since dirt in this place leads to the appearance of bad odors, cockroaches, midges, etc.
Cleaning should occur at least once a day. In the warm season, they are disinfected using agents approved by Rospotrebnadzor.
Produced in accordance with Decree of the Government of the Russian Federation dated 04/03/2013 N 290 (ed.
dated March 27, 2018) and consists of sweeping and washing floors in public areas of the apartment building.
In addition, general cleaning of the entrance is provided, consisting of wiping windows, door panels, panels, drawers, walls, lampshades, and sweeping debris from ceilings.
Cleaning of entrances by the management organization
Not all owners are satisfied with the quality of cleaning of the entrances to their home.
Cleaning with a wet broom is carried out every day.
Someone says that the entrance is cleaned only by the residents. Management organizations always have arguments for owner dissatisfaction: lack of funds, lack of employees. A situation like this should not arise. Today we will tell you who is responsible for cleaning the entrances of apartment buildings, what cleaning standards exist and how to calculate the cost of cleaning common areas.
10978Just a few years ago, the owners of the premises cleaned the entrances of apartment buildings themselves.
Some drew up a duty schedule, others hired contractors for cleaning. Everything changed with the adoption of . The document established a minimum list of works and services for the maintenance and repair of common property. According to, the common property of the owners of premises in apartment buildings includes inter-apartment landings, stairs, elevators, corridors and technical floors. The common property of an apartment building must be maintained in accordance with the requirements of the legislation of the Russian Federation ( ). Paragraph 16 of the document says that the proper maintenance of common property is ensured depending on the method of managing the apartment building. If the owners of the premises have an agreement with a management company or their house is served by a homeowners association, housing cooperative, or other consumer cooperative, it is these organizations that service the common property.
When concluding an agreement with the owners, the management organization must approve the list of works and services and the amount of payment for them (). Cleaning the entrances is one of the costs of maintaining and repairing the common property of the apartment building.
6375B provides a list of works for the maintenance of premises included in the common property in the apartment building: dry and wet cleaning of vestibules, halls, corridors, galleries, elevator landings and elevator halls and cabins, landings and flights, ramps; wet wiping of window sills, window grilles, railings stairs, cabinets for electric meters of low-current devices, mailboxes, door frames, door leaves, closers, door handles; washing windows; cleaning protection systems from dirt: metal gratings, cellular coverings, pits, textile mats; carrying out deratization and disinfestation.
says that the management company must ensure: the required sanitary condition of the staircases; simultaneous ventilation of the staircases of the lower and upper floors through open vents, windows, transoms or ventilation ducts. The work schedule for the maintenance of the staircases is drawn up in accordance with. 19137B, which was approved by the State Construction Committee of the Russian Federation, Appendix 1 provides a list of work on cleaning the entrance with the frequency of their implementation. Management organizations must do wet sweeping of landings and flights of the lower 2 floors daily.
Weekly - wet sweeping of landings and flights above the 2nd floor. Every day you need to sweep the areas in front of the loading valves of garbage chutes with a damp broom and wash the floors of the elevator cabin. Landings and flights are washed monthly, annually
Rules for cleaning the entrance to an apartment building in 2021
//Rules for cleaning entrancesCleanliness is the key not only to the beauty of the surrounding space, but also to health. Every citizen familiar with hygiene standards knows about this. We are responsible for the order in our own apartment.
But who bears this responsibility if we are talking about the entrance to an apartment building? According to , this territory in 2021 belongs to the common part of the house.
Therefore, the obligation to make the entrance to an apartment building usable is not the residents, but third-party structures. There is no legislation indicating that each front door is assigned its own cleaner.
In practice, it turns out that the same person can maintain several areas at the same time. If such a specialist does not exist at all, this implies a violation of current legislation.
Cleaning of staircases in apartment buildings should be carried out by employees holding positions in management or contracting companies with which appropriate agreements have been concluded. Attention! If you have any questions, you can chat for free with a lawyer at the bottom of the screen or call the following numbers: Moscow; Saint Petersburg; ext.480 Free call for all of Russia.
Here are several ordinary documents that provide regulation for cleaning the entrance to an apartment building in 2021:
- Russian Federation;
- government Russian;
- for the management of apartment buildings;
- rules for the technical operation of housing stock, the approval of which took place within the framework of;
- Resolution of the State Construction Committee of the Russian Federation No. 170 dated September 27, 2003;
- Order of the State Construction Committee No. 191 dated August 22, 2000;
These documents contain a clear description of who, where, and how should carry out cleaning activities in apartment buildings.
As practice shows, it is the cleaner who must learn these standards in order to properly perform her professional duties. In 2021, the standards of responsibility for cleaning in apartment buildings have remained virtually unchanged.
As before, the obligation to bring the entrances into proper shape rests with the management organization or the homeowners' association, depending on the chosen form of house management (). In this case, cleaning is carried out by specially appointed persons.
According to the legislation adopted by the government apparatus (dated 04/03/2013), the obligations of all public utilities include items on maintaining the entrances of residential premises in proper condition.
Responsibility for bringing the territory into a suitable form for use lies with the employees of the management company - the cleaners and their supervisors (Decree of the State Construction Committee No. 170 of September 27, 2003). For your information, it allows you to conclude contractual agreements with contractors.
What is included in entryway cleaning?
According to the law, in many countries, residents of the house are responsible for cleaning the entrances and areas adjacent to the house. But in some countries they make an exception. They hire special people for the position of cleaner. Still, most people focus on cleaning by the residents themselves. For effective cleaning, the territory is divided into several parts:
- Entrance. Most often it is necessary to clean there. There is a separate item for this in the schedule for cleaning staircases in an apartment building.
- Yard Roads, paths near the house. But if the road is severely damaged, you should contact the municipality.
- Area. If there is a children's playground on the territory, then only those who know how to properly care for it are assigned to it.
- Garden, alley. Near some houses, especially in large cities, there is a mini-garden that requires maintenance.
Residents can also hire a special cleaning company, which is decided at the meeting. But serious seasonal problems may arise due to weather changes. Some companies and people refuse to clean their yard during certain seasons. So, if the second option was chosen, then it is worth looking through several companies and discussing in advance the cleaning schedule for an apartment building and seasonal features.
Seasonal cleaning features:
- Usually, when signing a contract with cleaners, there is an agreement that the yard and entrance will be cleaned once a day. In case of failure to comply with the conditions, it is possible to terminate the contract.
- During the winter, it is important to clean your yard every day. At this time of year, a huge amount of leaves accumulate on the ground. It is necessary to get rid of them quickly, otherwise they may stick to paths and roads.
- But we must not forget about seasonal work. These include whitewashing trees and borders.
Also, other work is possible. Everything depends on the decision of the housing council. You will just need to draw up a cleaning schedule for the apartment building and nearby areas, and the company will solve all these issues.
Standards for cleaning entrances of apartment buildings
Contents of the article Cleanliness is the key to health.
Thus, supporting structures, equipment elements, technical and engineering systems - all this must be inspected and serviced in a timely manner.
We recommend reading: How to write an explanatory note about errors in an income certificate
Every reasonable person knows about this. Everyone is responsible for the order within the walls of their own apartment - those who want to live comfortably clean almost every day. Cleaning entrances is another matter.
According to Article 36 of the Housing Code, this territory is a common area, which means that responsibility for it (including maintenance in proper order) lies with the housing and communal services management company (MC) that manages the apartment building. Consequently, residents of apartment buildings should not and are not obliged to clean their entrance.
But what to do if in practice it turns out differently - the housing and communal services management company is in no hurry to maintain the entrance, and the residents take turns putting things in order?
You will have to figure it out, write complaints, and defend your legal rights in every possible way.
It's not as difficult as it might seem at first glance. There is no law that every front door must have its own entrance cleaner.
The same entrance cleaner can service 3, 5 or even 10 areas at the same time. But if there is no such specialist at all, then there is a direct violation of legal norms. The fact that the cleaning of staircases must be carried out by employees of the management company or the contractor with whom the agreement is concluded is reflected in the legal provisions.
Namely:
- “rules and standards for the technical operation of housing stock” No. 170, approved by the Decree of the country’s political system dated September 27, 2003;
- GOST of Russia 51617-2000 “Housing and communal services and services. General conditions."
- Decree of the Government of Russia No. 290 of April 3, 2013;
These documents clearly state: who, where and how should clean when it comes to maintaining cleanliness in the entrances.
In fact, the entrance cleaner must be guided by these very requirements when carrying out her professional duties. If residents in residential buildings are confident that the entrance cleaner cannot cope with the tasks assigned to her, flagrantly violates laws regarding the maintenance of entrances, or does not show up at her workplace at all, they have the right to complain about her to her immediate supervisor - the head of a specific housing and communal services management company.
Action will be taken against a negligent employee. If the entrance cleaner continues to be equally negligent in her profession, she will simply be fired. Naturally, the cleaner at the entrance cannot wash the floors around the clock several times a day.
There are strictly defined standards that she must comply with. In particular, the cleaning schedule is as follows:
- 2 times a week, sweep the floors on all flights of stairs with a wet broom, along with the elevator and the garbage chute platform;
- Every day, sweep the floors of an apartment building on the first and second floors, including the elevator room and the garbage chute area, with a wet broom;
- Wash the entire front door with a wet cloth 2 times a month;
- wash the floor in the elevator cabin every day;
- wipe the area in front of the garbage disposal every day;
- Wipe the walls, ceiling and lampshades in the elevator room 2 times a month;

Standards for cleaning the entrance to an apartment building
› Regarding cleaning the entrance to an apartment building, there are specific standards that must be observed by employees. They include quantitative (cleaning frequency, mode) and quantitative indicators.
What requirements are described in the legislation, and where you can complain in case of systematic violation, is described in detail below. Contents The legislation states that the territory of the entrance, elevators, and garbage chutes is a common area of the building. This means that it belongs equally (in proportion to the area of the apartments) to all home owners (as well as official tenants).
A complete list of such property is given in the Housing Code. Therefore, apartment owners must monitor the cleanliness of the entrance themselves or entrust responsibility to the Management Company (MC) or HOA. An official agreement is concluded with these organizations, in accordance with which the maintenance of the common territory is carried out (cleaning, minor and major repairs, elimination of the consequences of accidents).
The statement that cleaning in the entrance of an apartment building is carried out by employees of the management company in accordance with accepted standards can be found in various legal acts, for example:
- GOST 51617-2000
- Government Decree No. 290.
- Rules approved by Gosstroy.
Along with these federal acts, there may also be municipal documents that should not contradict the former.
In the same sources you can find out what specific requirements are imposed on the quality and quantity of cleaning work.
They concern not only the actual cleaning of the floors, but also the cleaning of lamp shades, windows, railings, etc. The standards by which the cleaning schedule for the entrance to the house is developed are presented in the table.
type of work frequency of cleaning of flights and stairs with a wet broom on the first and second floors daily cleaning of flights and stairs with a damp broom from the third to the top floor inclusive weekly cleaning with a wet broom of the area in front of the garbage chute where the hatch into which waste is dumped is located daily wet cleaning of the entire entrance once a month wet cleaning of the floor surface in the elevator daily wet cleaning of wall surfaces, lighting shades, as well as the flow surface in the elevator 2 times a month Sometimes the entrance of an apartment building is equipped with a garbage chute: it is important to know that there are standards for it cleaning. type of work frequency of visual inspection of the surface for dirt/damage 2 times a month cleaning chambers of debris and wet cleaning them every day cleaning replaceable chambers for collecting garbage every day wet cleaning of the lower part of the garbage chute trunk 1 time per month disinfection of all parts of the garbage chute, and also garbage bins once a month, removing stuck garbage as necessary. Who is responsible for cleaning the entrances of an apartment building?
The rules for cleaning the entrances of apartment buildings state that if a cooperation agreement has been concluded between the residents of the management company, the latter must provide all the necessary conditions for regular cleaning of the entrances. Her responsibilities include employing people who will be cleaning on an ongoing basis. For this work, the management company charges residents an additional fee.
If responsibility for an apartment building lies with the Homeowners Association (HOA), then its chairman takes on the responsibility for organizing cleaning in the hallways. In this case, residents also pay for cleaning services separately.
Management company employees directly involved in cleaning are also responsible for compliance with all regulations regarding the frequency and methods of carrying out work to maintain cleanliness. The management company also has the right to enter into agreements with individuals, as well as contractor organizations.
Cleaning entrances to an apartment building: 2021 standards
› › Dirt in an apartment is always unpleasant, and that’s why we try to clean up the house at least once a week.
The entrance to a high-rise building is also a place where we often visit, and all the impurities that accumulate in the room over many days end up in the apartment along with our shoes. This state of affairs not only causes negative emotions, but can also become a real threat to the health of residents. Today, the organization of cleaning entrances in an apartment building is regulated by 2021 standards and is the direct responsibility of the responsible body involved in maintaining the residential complex.
This provision is fixed in Art. 36 of the Housing Code of the Russian Federation and has not changed recently. In our article we will talk about what standards are established regarding the maintenance of stairwells in apartment buildings and how often the common area of the house should be cleaned.
According to the law, a cleaner should not be hired for each entrance of a high-rise building. The responsible person can perform maintenance of several objects at once - from 3 to 10. If the management company or other authorized body does not provide such a service, it means that it violates the provisions of the current legislation, as well as established standards.
According to the provisions of the Decree of the State Construction Committee of the Russian Federation No. 17 dated September 27, 2003, stairwells are required to be cleaned by employees of the management company. It is allowed to enter into agreements with specialized companies. A new document regulating the organization and conduct of such a procedure was PP No. 290 dated 04/03/2013, which stated that cleaning should be carried out by appointed persons on the basis of official documentation and with the formation of a work schedule. In the section 36 of the Housing Code of the Russian Federation indicates which property is common property and is for the use of apartment building residents. Based on this, the management company is obliged to organize all necessary actions to maintain the property in good condition.
If we talk specifically about the types of cleaning, then wet cleaning is mandatory for areas of the residential complex:
- elevators;
- boxes for mail correspondence;
- stairs and platforms.
- corridors and vestibules;
- electrical panel doors;
- window sills, window grilles;
According to these provisions, the money donated by citizens for the maintenance of the premises should be partially spent on ensuring cleanliness in the house. It should be noted that according to the technical conditions of GOST 51617-2000 on housing and communal services, the cleaner must carry out not only all mandatory work, but also do it with a certain frequency. In this case, we are talking about the following regulations: Types of cleaning work Frequency of carrying out Sweeping stairwells and landings on the first floors of apartment buildings. Every day, except Sundays and holidays. Carrying out similar actions starting from the third floor, if the building does not have a garbage chute and elevator and if such equipment is available. At least 2 times a week, if there is only a garbage chute and if there is no equipment.
Once a week is enough, when there is an elevator. Wet cleaning near the garbage loading valve. Daily. Washing
What standards exist for cleaning the entrances of apartment buildings?
For any normal person, the sight of dirt evokes negative emotions, especially since cleanliness directly affects the health of his body.
In their own apartments, people keep order on their own and can create cleanliness and comfort every day. At the entrances, cleaning and maintenance are included in the service of the apartment building.
This requirement is stated in the Housing Code in Article 36. Below we describe in detail the standards for keeping staircases in order.
The law does not provide for the presence of a cleaner for each individual entrance. It can remove from three to ten objects at once. If the housing and communal services sector does not provide such specialists at all, then it violates legal norms.
According to Decree of the State Construction Committee of the Russian Federation 170, approved on September 27, 2003, employees of the management company must clean staircases.
It is also allowed to enter into agreements with contractors. In accordance with the Government Decree under Article 290, adopted on April 3, 2013, as well as GOST on housing and communal responsibilities and services, cleaning of staircases is carried out by designated persons.
Carrying out professional duties, they are guided by the rules from the listed documents.
Mandatory cleaning in the entrances of a multi-apartment residential complex is carried out in accordance with Government legislation dated April 20, 2013.
A schedule for such a process is included in the annex to the contractual agreement with the housing authority.
From Section 36 of the Housing Code it follows that the common property of an apartment building consists of elevators, corridors, landings, attics, technical floors, stairs, basements and other premises located in this building.
According to Government Decree 290, the management company is responsible for performing a minimum number of various actions related to keeping the house clean and providing an acceptable appearance to each entrance.
The same paragraph notes the provisions according to which cleaning and wet cleaning are carried out for the following areas:
- corridors and vestibules;
- mailboxes and staircases.
- cabinets and doors to electrical panels;
- window sills, elevators, window grilles and pits;
Cleaning entrances that complies with all legal standards is a responsibility.
Consequently, the money contributed by residents for its repair and maintenance is sent to this organization.
According to the general technical conditions of the Russian Federation GOST 51617-2000 on housing and communal services, the cleaner must perform the following work:
- wet sweep the flights of stairs and landings on the first two floors every day, excluding Sundays, as well as holidays;
PromInvest LLC
Cleaning staircases The frequency of cleaning areas depends on the season. The seasons are distributed as follows: from April 16 to October 15 – summer, from October 16 to April 15 – winter. According to regulatory legal acts, janitors must daily wet sweep the stairwells of the lower two floors (in the absence of an elevator and garbage chute), as well as places in front of the loading valves of garbage chutes, wash the floor in the elevator car, and clean trash cans and container areas.
If there is an elevator and/or a garbage chute, wet sweeping of the lower two floors is carried out at least 2 times a week. Wet sweeping of staircases above the second floor should be carried out 2 times a week, washing - 2 times a month. Wet washing of window sills and heating devices is carried out 2 times a year.
Removing dust from ceilings, washing windows, walls, doors is done once a year.
Usually during the spring “beautification months”. Cleaning of the area in front of the entrance should be done once a week. Cleaning courtyard areas In summer, courtyards (including playgrounds and children's playgrounds) should be cleaned once every 2-3 days.
A special feature of the summer cleaning period is watering yards and green spaces (1-2 times a month), mowing lawns (if available) and removing cut grass (once every 2 months), shaping trees and shrubs (twice during the entire season).
Every spring, housing services must wash the facades of buildings (up to the 2nd floor) and remove snow-covered debris.
In autumn - remove and remove fallen leaves (on average, leaves are removed up to 3 times per season). In winter, yards are cleaned once every 3 days. Snow removal from the yard area should be carried out once during the winter period.
The roof is cleaned as snow falls, avoiding the formation of a layer of more than 10 cm. It is prohibited to work on the roof at temperatures below minus 25 degrees and in strong winds. Shifting of snow and ice thrown from the roof is carried out no more than once every 10-12 days.
Sprinkling the area with a sand-salt mixture and its subsequent cleaning is carried out on average once every three days.
Employees of Housing Services (house management, production and technical services) must regularly conduct walk-throughs of houses to check for ice formation and draw up a schedule for cleaning roofs. In accordance with the rules and regulations, housing services are in any case obliged to ensure the safety of residence.
Therefore, until the roof is cleaned, housing services must fence off dangerous sidewalks with tape.
It is important to remember: balconies are the property of apartment owners, just as the canopies of shops and offices are the property of premises owners.
The owners must either organize cleaning of these objects at their own expense or enter into an agreement with housing services. Organizations responsible for cleaning
- Cleaning of the roadway and pedestrian sidewalks is carried out in accordance with the requirements of the technical regulations of the St. Petersburg State Institution “Center for Comprehensive Improvement”.
E-mail: 314-60-13, 365-27-15 – telephone number for receiving complaints from the public regarding poor quality cleaning of sidewalks and streets. - Yard areas and roofs of houses: an organization that receives subsidies for cleaning the yard area by order of the district administration.
What is included in doorway cleaning?
In winter, as at any other time of the year, the following requirements must be met:
- Wipe window sills and heating devices with a damp cloth. It should be carried out at least twice a year, the schedule is drawn up regardless of the time of year and weather conditions.
- If there is a garbage chute at the entrance, then wet sweeping in front of its loading valves is carried out every day. Disinfectants are used.
- Waste is removed daily from the garbage chute reception chamber. It is being disinfected.
In frosty weather, utility workers may be irresponsible when it comes to cleaning entrances. They explain this by a lack of staff, low wages, and the lack of need for cleaning in cold weather.
All these excuses are fundamentally wrong: if a service is provided for by regulations, then it should be provided.
Residents of some apartment buildings are tired of looking for the truth in the offices of officials.
Therefore, they organize the cleaning of the entrances themselves. 50 rubles per month are collected from each apartment, and cleaners are hired for this money.
This initiative is welcomed by the authorities, but why should we pay for the same service twice? Representatives of some management companies go even further in terms of ingenuity.
In response to reasonable requests from residents to wash the floor in the entrance, they invite them to do it themselves as part of a cleanup day.
At the same time, they do not forget to regularly increase the rent and demand that residents pay it on time.

How often should hallways be cleaned?
Not all residents of apartment buildings know that their entrances should be cleaned at least once a month.
Many people even forgot when they washed the floor in their hallways. If the house has an elevator, then its “floor” must be scrubbed of dirt every day.
Citizens occupying the upper floors should observe wet cleaning with a broom or wet brush once a week.
Residents of the lower floors, up to the third floor, were luckier. The stairwells of the two lower floors must be swept daily with a wet broom.
